Projek Persekutuan RM565 juta membina jalan raya terburuk di Sabah










Ini adalah satu lagi Projek Kerajaan Barisan Nasional! Projek Jalan Kalabakan-Sepulut bernilai RM565 juta di Sabah..

Kontrak HQ.57/2004(F) iaitu Kontrak Membina Jalan Sapulut-Kalabakan yang bernilai RM 565 juta telah dianugerahkan kepada Gamuda Berhad dan juga syarikat Konsortium F.A Irama Duta Sdn. Bhd. (untuk kerja penyukatan dan penyiasatan tanah) dan beberapa sub-kontraktor kecil-kecilan lain.

PROJEK Jalan Kalabakan-Sepulut bernilai RM565 juta adalah projek tenat dan bukti nyata kerajaan Barisan Nasional menggali kubur sendiri di Sabah, terutama membazirkan sejumlah RM270 juta lagi untuk menaiktaraf jalan berkenaan yang kini lebih teruk daripada Jalan Pembalakan di era 70-an.

Aktivis Masyarakat dan Hak Asasi Manusia, Datuk Patrick Sindu menyatakan sedemikian setelah muak dengan pelbagai alasan yang diberikan oleh Jabatan Kerjaraya Malaysia dan terkesima dengan ribuan keluhan rakyat yang disampaikan kepada beliau melalui surat, email atau sms.

Kata Patrick, walaupun ada pihak telah membuat Laporan kepada Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) pada 2008, tetapi hanya ibarat mencurah air ke daun keladi, mungkin disebabkan SPRM tidak berminat untuk menyelongkar sampah yang disapu ke bawah permaidani UMNO.

Mengikut tinjauan dan pemantauan yang beliau lakukan sebelum bertolak ke London untuk menemui Queen Counsel, terdapat lebih 15 kawasan yang sukar dilalui kenderaan di sepanjang jalan tanah merah sejauh 145 kilometer tersebut.

“Ini bukan lagi Trunk Road yang dijanjikan tetapi sudah layak digelar ‘Drunk Road atau Shrunk Road,” kata Patrick yang merujuk kepada kontrak HQ.57/2004(F) iaitu Kontrak Membina Jalan Sapulut-Kalabakan yang bernilai RM 565 juta.

Kontrak tersebut kata Patrick telah diberikan ‘secara silap’ kepada Gamuda Berhad dan juga syarikat Konsortium F.A Irama Duta Sdn. Bhd. (untuk kerja penyukatan dan penyiasatan tanah) dan beberapa sub-kontraktor kecil-kecilan lain.

Jangkaan tempoh pembinaan dan penyiapan projek bermula pada 2001 dan siap pada 2007 dan dikatakan ‘telah siap’ pada tahun 2008.

Gamuda Berhad, milik anak Sultan Perak, Raja Dato’ Seri Eleena binti Raja Azlan Shah yang pemegang saham terbesarnya termasuk Kumpulan Wang Simpanan Pekerja, Generasi Setia Sdn.Bhd dan Dato Lin Yun Ling, kata Patrick, telah gagal menyiapkan projek berkenaan ke tahap jalan berturap, namun tidak disenaraihitamkan.

Dalam pada itu, mengikut Ketua Audit Negara, Tan Sri Ambrin Buang dalam Laporan Audit Negara 2008, pihaknya mengesan banyak kelemahan ketara pada projek tersebut, terutama tidak melaksanakan kerja penyiasatan tanah dengan sempurna.

“Banyak bahan yang tidak sesuai seperti kayu balak yang digunakan untuk membuat jalan oleh syarikat konsesi pembalakan tidak dapat dikesan. Kualiti kerja juga tidak memuaskan di beberapa lokasi kerana terdapat lubang pada permukaan jalan, permukaan jalan mendap, bahu jalan ternaik, longkang rosak, perlindungan tebing sungai terhakis serta penahan tembok runtuh,” katanya.

Menurutnya, pembinaan jalan tersebut, turut menggunakan jajaran jalan pembalakan digunakan dua syarikat yang menjalankan aktiviti pembalakan dengan aktif di situ.

Melalui semakan audit terhadap bancian yang dilakukan perunding di tiga lokasi, mendapati purata kekerapan lori balak adalah 27 kali sehari di lokasi CH:82000, 97 kali sehari di CH109000 dan 101 kali sehari CH:128000 dengan muatan lori balak antara 42.54 tan hingga 62.08 tan.

Ambrin berkata, lori balak yang kerap menggunakan jalan tersebut adalah juga faktor yang melambatkan proses pembinaan dan menyebabkan kerosakan jalan baru dibina, sedangkan kapasiti jalan ini hanya dibina untuk muatan sehingga 30 tan saja.

Projek yang dipantau Cawangan Lebuh Raya di Ibu Pejabat Jabatan Kerja Raya Sabah dan seorang jurutera daripada Jabatan Kerja Raya Tawau bertujuan menghubungkan Pekan Sapulut di Daerah Keningau dengan Kalabakan di Tawau dan beberapa penempatan yang sebelum ini penduduknya menggunakan sungai untuk ke pekan atau pusat pentadbiran kerajaan.

Ambrin turut mengesyorkan JKR supaya memohon lagi peruntukan kewangan tambahan yang mencukupi di bawah Rancangan Malaysia Kesepuluh untuk menyambung kerja-kerja penurapan aspal jalan berkenaan.

Sementara itu, anak kepada wartawan Sabahkini.Net Wilayah Sandakan, Sugyanto S Jumadi (gambar) yang baru beberapa hari lalu menggunakan jalan tersebut untuk menziarahi keluarganya dengan menaiki kereta sewa pacuan empat roda turut terkejut dan cemas melihat keadaan jalan seteruk itu sehingga ada rakannya yang pitam dan muntah-muntah kerana lantunan dan hentakan kenderaan pada permukaan jalan yang tidak rata.

“Camel Trophy pun tidak seteruk yang kami rasakan. Cukuplah. Serik sudah saya lalui jalan Sepulut-Kalabakan ini. Tidak tahulah macam mana Ahli Parlimen dan Adun boleh tidur lena tengok kesengsaraan rakyat,” ujar Sugyanto S. Jumadi yang kesal kerana rakyat Sabah terpaksa menanggung kesusahan akibat kerajaan negeri terlalu menjaga kebajikan kontraktor, termasuk menambah kos RM270 juta untuk menyiapkan lebuhraya termahal di Malaysia.


RM565m road is worst Federal project in Sabah

Tawau: The Kalabakan-Sapulut Road meant to link this district to the State Capital is among the worst of failed infrastructure projects undertaken by the Federal Government in Sabah and it is almost certain that the RM565 million in tax payers' money has gone to waste, said Parti Keadilan Rakyat (PKR) Tawau chief, Datuk Kong Hong Ming.

"The BN Federal Government will be throwing away another RM270 million for nothing without a proper study of the present deplorable conditions of road as the supposedly new road is now already beyond economical repair and re-construction is necessary at most damaged sections" said Kong, a civil engineer.

Kong said in a statement that it was also disappointing that nothing came out of his reports lodged with the then Anti-Corruption Agency (ACA) in 2008 on the project, despite further query in the Auditor General's report.

"In less than five years after the completion of the new gravel road which was supposed to be a RM565 million bituminous sealed road under a negotiated contract, Kalabakan-Sapulut Road has become unserviceable, unfit and unsafe for road users.

"More than 10 sections of the road are impassable to traffic. Major landslides and erosion problems coupled with lack of proper maintenance have caused extensive damage along the link road. It is a nightmare for the public who are unfortunate to travel on this road had to suffer such inconvenience," he said.

He said the present condition of the supposedly new road is even worse than when it was a logging road maintained by the logging companies.

"It is a scandal as well as a complete waste of public funds by BN Government at the expense of the people of Sabah.

"It shows that the Federal Government despite having taken 95pc of the State oil royalty and taxes and other revenues from the people of Sabah, has failed miserably to provide any decent road network and system to serve the people of Sabah 47 years after the formation of this nation.

"In the meantime, we watch and admire the modern and expensive communication system and networks in Peninsular Malaysia including North-South and East-West and other impressive public transport and infrastructure built and enjoyed by the people there."

Kong claimed there is not a single decent trunk road or highway built in Sabah within 47 years of nation building.

"Worst still, almost all the trunk roads linking the major towns in Sabah are presently in very bad shape due to poor or lack of proper maintenance despite billion of ringgit spent on road maintenance.

"Obviously, what we have in Malaysia is one country in name but having two systems of preferential administration with Sabah at the sub-standard level and lower priority in every aspect of development," he said.

At 28 May 2011, there was a harvest festival event held by DAP Sabah. The number of attendants was more than 800 people. All of the attendants have a common goal - that is to listen to the powerful message of YB Lim Kit Siang, as their hearts were hungered for "Save Malaysia, Save Sabah."

车油又起 (Petrol price increased)



RON97 在2010年12月1日起价!两人在车油站见面,一个人打RON95,另一个打RON97。打油之间,他们都说到起价的问题。

The price of RON97 had increased from 1 December 2010. Two friends met each other at petrol station. One used RON95, another one used RON97. During the time, they were discussing about the price issue.

三人同约在一个Kopitiam谈茶,结果发现不幸的,RON97车油又起。而且其他的价也渐渐地起。三人见了,也实在无奈。

Three men had met up for yamcha. In the end, they found out the price of RON97 has increased again! Not only RON97, other good such as sugar had also increased in price. When all of them realized this issue, they were uneasy.

真可悲!RON97车油又起了!实在的,大多人受苦了。这三人多同样地遇到车油问题。看他们如何解决当时的问题。
